All the fencing that seems to be required is that which the LCBO needs to enclose the beer garden. The beer garden does not include the entire park.
Once again we are getting in to what Councillor Pirri posted that he did not want to see, a lot of town effort and expense being used to enrich a few individuals

The entire park does not need to be fenced to accede to LCBO rules.
Unless of course the entire park is the beer garden. Even if that was likely, the requirement is not for a five feet high, chain link security fence with guards at the entrance.
The first year it was in place, notification was given that access to the washrooms must be provided.
That was after the St Kitts woman informed staff the town had to provide port -a -potties for the children playing in the water park.
The town solicitor provided the notification.
Despite that, the town stand-by-operator had to be called out to
create an opening in the fence for access to be provided.
After that, the former Mayor had to have an inquiry to determine how that had come about.
It was a time when whatever voluntary group claiming to be non-profit or charitable support need only ask to receive the town's largesse.
It was as though the halo of warmth and light emanating from the heads of self-professed do-gooders was wide enough to engulf the good-doing council, in their generous distribution of town resources.
With myself being the one to refuse the invitation, it was like the Lord had sent his servants out to beat the hedges and bring in guests for the gigantic give-away.
