No Fence Application or Permit granted

Did anyone mention if an application has been filed to fence off the Park for the Jazz event? Not sure if it would be legal but the clock is running on that event. They really need to get their house in order for July.

I have seen a copy of the permit application for use of the bandshell and three areas of the park.
The application is made  and signed by Sher St. Kitts. 
The permit is for use of the park. No user fee is charged.
The permit is for use of the  band shell. The user fee is charged. 
There is no reference to a permit applied for or granted  to erect a fence around the park or any part of the park.
There is no place on the form for such a permit application. Or  fee to be charged to erect a fence.
The parks bylaw states only the director has authority to erect a fence.
The parks bylaw makes no reference to any party being allowed to rent space to  vendors to do business within the park. 
The parks bylaw states only the director has authority to contract with food vendors to provide food in the park.
